It doesn't. The card will run on a 250W PSU. Graphics card makers overstate requirements in the attempt (sometimes vain) to account for all the liar-labeled junk still being sold.
For example, that particular CM PSU is only good for 430W, making its label a lie. The worst of them (e.g. Apevia, Logisys, Diablotek, Raidmax) may hardly be good for 50% of their labels.
Antec is not known to lie like this, making them safe choices. Some older models had problems, but nothing you can buy today.
If you can afford it, get a HD7750 instead. The price difference should be fairly small. Get GDDR5 on either one; the DDR3 versions are slugs by comparison. Only 1GB is needed on a card at this level; a 1GB GDDR5 version will run rings around a...

will HD7750 fit and work on a old motherboard. I have DG43NB 2GB ram Core 2 Duo 2.8ghz. ???
 


All cards will work on that motherboard. Only some longer cards like the Geforce GTX 690 might not fit in your case. But u won't be getting that. GPUs are dependent on PSU, CPUs are dependent on motherboard
