Computer Doesn't Boot, Need *Urgent* Help

Hi there everyone, so here's the long story of my build:
so i recently purchased parts to build a system, these are the parts:

-i5 4670k Processor
-MSI Z87 MPower Motherboard
-Corsair Vengeance Pro 16GB (2x8GB) 1600MHz RAM
-EVGA GTX 780 ACX SC
-WD CB 1TB HDD
-Coolermaster Hyper 212 Plus CPU Cooler
-Bitfenix Colossus Windowed Case

With these parts, i built my system spending many hours trying to do so, and once it came to the time of booting, it didn't. I pressed the 'on' button on my case and the lights on the motherboard come on for a split second, the gpu and cpu fans spin for the same time and it just shuts, no post beep or anything, which was quite upsetting. I tried booting using the manual on board power button and still the same problem, then again with single ram sticks, and again without the gpu; same problem, i also checked the cpu socket pins and none were bent, which led me to believe it was the power supply after looking through various psu problem threads online, so i did the paperclip test on this psu and there was no fan spinning.

After this, i contacted the company i purchased the psu from and created an RMA. they collected my psu the next day then 3 days later (Today) i received a new power supply with joy. Without hesitation, i quickly inserted the cpu and motherboard cables into the new psu and tried to boot the system but to no avail; the exact same problem happened which brought me to my knees with depression and confusion. I then quickly did the paperclip test with this new psu and the same thing happened, no fan span and i was told by friends and the people where i got my psu from is that the fan should definitely spin when you do the test, however, i contacted the company i bought my MB from and they informed me that they do deal with power supplies that do not have their fans spinning unless under load which led me to think that maybe the psu isn't at fault,
so i created an RMA for the motherboard. This is the stage i am at now, awaiting the arrival of the courier to take the motherboard tomorrow for testing and to be sent another one afterwards, so my questions are:

1: Is the RM 850W psu fan always supposed to spin when it boots?
2: Is it possible that it could be the ram even though i've tested both sticks individually?
3: Could i of potentially received another faulty power supply?
4: If it is the motherboard, what sockets/pins/connectors on the motherboard tend to cause this problem?

Thanks in advance for any answers, any help at all is greatly appreciated and quick answers would also be greatly appreciated.

TL;DR: Computer doesn't boot, No beep, Tried different memory, Received new psu, Checked cpu socket pins, Removed gpu, Still same problem

EDIT (14/11/2013): The motherboard has been sent off for replacement, fingers crossed that this solves the problem, however, i was looking the ram in terms of compatibility, i didn't seem to find it in the 'memory support' section but i did see it in the 'OC memory support' section, so could it be that such a high end motherboard doesn't support the ram i have? an answer to this specifically would solve everything, thank you (Link to motherboard support: http://uk.msi.com/product/mb/Z87-XPOWER.html#support )

The first time I built my PC I accidentally connected my video wires to the wrong DVI so there was nothing on my monitor. I did the test build outside my case , and there was no beep. Some motherboards don't beep anymore.

HD 7770

Seasonic S12 II 520 watt

Corsair Vengeance 2x4 GB

Check if everything is powered!
1) CPU power
2) Motherboard Power
3) Cpu Fan
4) HDD
5) Case fans
6) all cables from the case to Mobo
7) connection of the SATA cable between HDD and mobo
8) Reset CMOS using the jumper
Try to boot...
Edit: reinsert the GPU and reconnect it!

(as for the no post beep, did you hook up the motherboard speaker on the front panel header?)

if not that could fix your issue or at least tell you where to look. Next thing is make sure that you have the CPU power pins all pluged in some require 8 pins (which takes 2 4 pin connectors) and the main power strip is usually a 24 pin connector, which is 20 pins + another 4 pin connector that is usually ziptied to it.

its not the case of not appearing on the monitor, its that it just doesn't seem to boot, it turns on for a split second and turns back off with no beep

i've done all of the above several times, still no boot

i referred to the manual and connected the speaker in the correct position and have made sure my cpu and motherboard had its connecters connected properly into them (2 8 pin cpu connectors and 1 24 pin mb connector), still no boot

Try just using 1 stick of memory, in the slot closest to the cpu, if that doesn't work try slot farthest from the cpu. If that doesn't work, repeat with the other memory stick, Seems like the way computers act when they don't like memory.

did that like i mentioned several times, still didnt boot, i think i just have a faulty motherboard so i'll send it off tomorrow and see what my results are

Did you test them in a different computer I assume? Another thing to try before a motherboard return would be to reseat the CPU, if its off a bit it might not work. Thats always a last resort for me as I hate doing it but it wouldn't be the first time it fixed things.

No i didn't, I don't have another desktop available to test the ram but i'm sure if it were to be the ram, surely both sticks wouldn't be faulty together. And yes, I've tried that, i've taken out the cpu and placed it back in, still has not booted up, from all this information, would you say its most certainly the motherboard at fault?
