i cant change my graphics on GTA 4 using on intel hd graphics 2500

I would be surprised if you could even get anything playable with the on board graphics. If you google the problem there are a lot of post on this issue, for some reason GTA4 doesn't let some setups change the settings and all it takes is a minor configuration change on a file.
