If you have an Nvidia card you can use GeForce Experience. It will suggest "optimized" settings for your games. It's not perfect; from my experience it tends to be a tad conservative (it will suggest lower settings than your system could potentially handle), but it offers a decent place to start and from which to start manually tweaking settings until you hit your personal sweet spot.
