The thermal paste you use can make a difference. I have a Hyper 212 Plus in my desktop cooling an Intel I5-3570K. Just changing the thermal paste dropped the idle temps from around 45 degrees to around 35. I changed from Antec's Formula 5 to Formula 7.
I had the hotter 4670K and the Hyper 212 EVO using the stock paste that came with the cooler. My chip never idled at 45C. Either too much paste was used or the heat sink not seated properly.
OP what kind of temps are you getting exactly? Try using HardWareMonitor.
Noctua air cooling is about as good as it gets for air cooling.
