The onboard video card has failed and I installed a new video card but there is no image on the screen when I start up the PC. I was thinking I may need to disable the onboard card to see results.

normally need to access the bios to disable it, and you can't without it working.

usually though onboard is disabled when a card is plugged in.

could try pulling the bio battery with the system unplugged and let it sit for a few to drain the bios and hopefully force a reset

what kind of card did you add, do you have enough power for it, etc?

Thank You! I installed a Asus HD 5450 Silent, Are you sure there's not a physical "jumper" that I can switch??

Only jumpers on that computer are for resetting the BIOS.

Dumb question, did you connect the monitor to the video card you installed instead of the motherboard socket?
