at moment my h70 won't let me push clock to 4.7ghz i'm thermal cap at 4.5ghz and even then its toasty 78c max , i was looking at h100i or coolermaster 240l, to see if i can get 70c 4.7ghz on 1.4v give or take my max voltage im aiming for is 1.41v i will not go higher so i just need something keep in 70c part think any of these will do the job?

honestly I am not sure the other AIO coolers will be much better. according to this article that cooler can't even cool an i7 920 that well at 1.35v/3.6ghz ( it reaches 69C) there are air coolers that are better than the H70. the H100 or higher would do better but how much is the question. I would think perhaps 3-6C cooler depending on what your ambient temps are and your specific chip.

Intel allows cpus to reach 95C+ albiet only briefly but the coolers they use allows this. based on this information, this tells me that you don't see any major degredations even at these temps. However back to the question. the H100 will do better but you are bordering on the need for a custom liquid loop so just keep this in mind.
