BSOD and random stuttering

So i recently reinstalled windows 7 on my computer. Ever since i've been getting pretty frequent BSOD's and afterward reboot my computer will stutter (everything lags a bit). When it stutters, it will either BSOD again, or occassionally my display drivers will crash and recover, which fixes the stuttering. But as soon as i try to install a program (in my case League of Legends), it gets to about 90% finished and then BSODs again, everytime. I've updated all of my drivers to the best versions i can find. I've made sure my HDD was in AHCI mode in bios. I'm not overclocking my system, i'm using the UEFI bios optimized settings. The BSOD error is 0x000000101, and states that a secondary processor clock interrupt was not received in time.

My system specs are:
Asus Sabertooth P67 TUF armor B3 mobo
intel i7-2600k cpu
WD Black 1TB hdd
2x EVGA gtx 470 gpu's
1000 Watt psu
NZXT Phantom case will 6 fans

Please help, i've spent nearly 30 hours trying to debug and fix my computer. Even tried windows 8 and 8.1, and had the same problem. If you would like any other information please let me know, i do have the bsod dump files, but i have no idea how to upload them.

Sabertooth P67 BIOS 3602 running the newest bios?? running the bios in standard mode and have xmp profile turned on??

Yes, updated bios to version 3602 (11/22/2012). Yes, running in standard mode, and i'll check my xmp profile setting, dont' think i've touched it.

make a boot disk of memtest86 run it to see if you have any bad ram.

Memtest did 2 passes, and everything checked out alright. Btw, i'm running 8GB of Corsair Vengeance DDR3 ram. I've also come across the fact that sometimes my computer won't boot up, i'll hit the power button and the screen will stay black and my peripherals won't light up, and the post state CPU light on the motherboard will light up, indicating a problem with the cpu. However, if i try again (or sometimes twice) it'll boot up like it should.

if you have a volt meter check the power good lines. if the system giving you issues..could be a cpu or the mother board is going bad.
