Hello! everyone im looking to build a gaming pc for battlefield 4 and minecraft with good fps and play on ultra or high setting at 1920x1800 My budget is around 650-700

You're gonna have to pay a bit more for what you want. I'd say maybe 50ish fps?
Windows 7 is about $89.99 while Windows 8/8.1 is about $99.99

If you are a student you can get student pricing on the OS (In Canada Win 8 pro is $70 with student pricing), hell if you are in the right program you can even get it for free (usually engineering etc...). Brings the price of Windows 8 down a fair bit...
