Is my graphics card underperforming?

Hello everyone,
So I just got a new HD Radeon 7770 GHz Edition 2GB video card, which I really enjoy. The card is great. However, something isn't right. When I'm running the card at high stress (Planetside 2 with maxed-out graphics settings), the card shows anywhere between 90 and 99 percent usage, which is expected. But, at the same time, it only shows that 950 MB or so of memory are being used.
I know that this is the 2GB version, not the 1GB version. If the card is actually using 90% of its 2GB memory, that would be 1800 MB, not 900. Something doesn't seem right here.

(Yes, my PSU, CPU and mobo are all fully compatible with the card)

The percent usage probably refers to it's GPU usage. Usually games doesn't use much more than 1024MB of graphic card memory so your card seems to be behaving normally. The graphic card memory is, in my opinion, more of a marketing thing, and when buying a graphics card you should rather prioritize it's max frequency.
