the problem can't be explained.... you need to take your monitor to a good repair shop, they'll handle it from there. I have no idea about flipkart warranty claims or technical support so I won't be able to help you with that. But for further buying of equipment, never buy monitors or teles or any audio visual equipment from a online store that specializes in selling anything and everything.
You want to buy QUALITY equipment, buy it from a Electronics Retailer online or straight from the shop.
Flipkarts fine for shoes and socks... :)
of course that's my point of view. but it'll save you a lot of heartache. money be it even a few thousands is not easy to come by, why let a useless retailer spoil it for you.
About your monitor, you have...
That dell 20" is what a CRT?
Or that crappy piece from flipkart?

Either way, you get what you pay for, there's a problem with the power circuitry of the monitor, either get it replaced or get it checked and they'll put a new power circuit into it....will cost you about 1k to 1.5k.... but being a Dell.... they'll charge you a little more.

About your monitor, you have no other option but to get it checked and spend a little more to get it repaired. A power fluctuation or surge or drop can effect that monitor.... you'll need to take the power adapter with you too.....
