If there's really just nothing happening when you press the switch- no lights, fans, anything, perhaps the best place to start would be to replace the power supply.

The Optiplex 790 has different supplies depending on the form factor and wattage output. From the user manual, the number you provided says yours is the "mini tower" which uses one of these >

Before buying, check the version carefully as there appears to be at least three different shapes and outputs. While you're at it, you might consider buying the largest output that fits.
