New build, possible short - could it be in CPU?

Hello,
I recently build new desktop computer with following :
intel i3 prev gen
intel dh55pj motherboard
Dynex 520w psu
2 sticks DDR ram (came with mobo, dont know brand/type but worked before)
The computer came from work, its mobo died so they gave me the computer. I found out the mobo was still under warranty so got a new one from intel. Now when its all connected, it powers on for less than a second (fans spinning) then cuts out, then repeats the process until I unplug the PSU.
Reading online it seemed this could be a short in the mobo, maybe from case. So I breadboarded the mobo, remove all pci cards/drives, etc so that it was just motherboard, heatsink/cpu, ram and psu. Turned on and same problem. Removed ram, same problem.
So now it seems its down to the mobo and the cpu. I'm leaning toward cpu, because the mobo is brand new after rma.
So my first question is, can I remove the cpu and try to power on the mobo, to see if it will just shut off/restart instantly like it's been doing? With no cpu, would the heatsink still spin (so I can see if it's powering on and staying on?) If so I will try this
Second question: Would a faulty CPU potentailly cause these symptoms (power on for less than 1 second, then power off, wait 1 second, power on again for less than a second, repeat, repeat, until I unplug?) What else could cause this, seeing as it occurs even when breadboarded with nothing but CPU and PSU ?
Also I did inspect CPU pins and socket everything looked fine - but I'm wondering if the CPU could have a short in it, or maybe heatsink wasn't on proper? But im pretty sure it was, all four pins clicked down.
Also a question about beep codes. Can I just attach the cable in the case for the front panel audio, then put headphones in front panel jack on the case to hear the beeps? Or is it another speical mobo header and you need special speaker?
I dont know what would be worse - it being the brand new mobo or the processor. If I get a mobo from RMA, does it get a new warranty ? (my warranty was a week from expiring when I sent the request, so that old one is over now)
Any other suggestions appreciated - I just want this damn machine to work! I've had a 10 year old laptop for too long..
edit: Forgot to mention I did try swapping PSU, same thing with 2 brand new PSUs, so it isnt the PSU..

Thanks very much for replies. I'll have to buy another CPU to test since I don't have another. I just hope I don't go buy it to find the issue still happens... Can I confirm it's the CPU by removing it and then powering up the motherboard? I'll likely try this anyway once I'm home from work.
I might be able to RMA my CPU ...but where can I find a serial number or somehting to identify it? I don't remember seeing anything on it but maybe I missed it. I have no documentation of the purchase to look to (which didn't seem to be a problem for RMA'ing the mobo)
edit: My motherboard is LGA 1156 socket. Quickly looking online, doesn't appear to be compatible with current i5 processor (or even the previous few)...what CPU can I buy that works with this socket? Seems like every store just have LGA 1150 intel CPUs..

I believe I cleared the cmos, because when i first put it together it would power on automatically when I plugged it it. After removing CMOS battery for 15 mins, it now only powers on if I jump the power pins. So pretty sure bios was set to auto turn on. There is a CMOS jumper too, but looking in the DH55PJ manual it only is used to enter "maintenance mode" (to clear bios passwords) and to update bios (none of the 3 options in manual for the jumper mention resetting).
Can you tell me, if I power the mobo without cpu connected, will it still turn on just so I can verify it doesn't still do the loop of turning on and off?
I think it has to be bad mobo or bad CPU. Maybe I static the mobo when installing... This is why I want to see if I can power on with no CPU just to see if it stays on

Also had similar problems with my AMD build few months ago: if I turned on the PC, the PC just ran but didn't post. Only way to switch off was to turn of the power. Since I read its nearly impossible to receive a dead on arrival CPU, I RMA d my board. Took 7 weeks and problem persisted. So I just bought a CPU and mobo of Amazon AMD tried what's the culprit. It showed that it was the CPU, so I just sent back the Amazon stuff and RMA d my CPU. A week later my system was running without a problem.

I will say my situation is slightly different: the computer doesnt even get the chance to POST, because less than 1 second after power on it turns off then resets. I'm still glad to hear getting a new CPU fixed it for you. I guess I'll be shopping this weekend..

Results: if I remove the cpu then plug in psu, standby light on mobo goes green. But I can't get psu or fans to power on, if I jump pins nothing happens. Putting cpu back and jumping pins results in same issue I had originally. So I guess you can't power on at all without cpu? Is there any other way to check if this is bad mobo or cpu (I don't have another acceptable mobo or cpu)
Also, when cpu was out, I tried jumping pins with both psu connectors in as well as just the 24pin

Cross your fingers for me that it will solve the problem! If not..then new mobo. But now I'm thinking, what if it is actually the PSU? I read on these forums sometimes a PSU has plenty of wattage but is the wrong 'phase' for certain CPUs, which is why it will work in one machine but not the other.. Still I'll try CPU today.
