I've recently got a 'new' (second hand) mobo, cpu and ram;

Gigabyte GA-MA770T-UD3 rev 1.5
http://www.gigabyte.com/products/product-page.aspx?pid=3621#ov

AMD Athlon x4 650
http://www.cpu-world.com/CPUs/K10/AMD-Athlon%20II%20X4%20650%20-%20ADX650WFK42GM%20(ADX650WFGMBOX).html

Patriot 4gb DDR3 ram
http://www.patriotmemory.com/product/detail.jsp?prodline=3&catid=34&prodgroupid=77&id=944&type=1

After connecting the lot up, I get power on but nothing is happening with the hard drive, and I'm not getting any signal out. The fans are running, including the one on the GPU (GTS 250).

Not sure if breadboarding will be of any use, because I don't think there is a system speaker, if there is it's not making any sound.

Any ideas as to the likely culprit? I know the PSU is fine because I'm using it with the old mobo, cpu and ram to write this.

The process varies by motherboard, so you will need to consult your manual. There should be a jumper that you will use to perform a procedure with. If you can't find it, you can also pull the cmos battery and unplug the power, then hit the power button to drain the capacitors. I would let it sit for a few minutes then put it back together and try to turn it on.
