Case's top 200mm fan stopped working after Windows update?

So I built a computer with the Antec Nine Hundred case and everything worked fine, including the top fan, until I updated windows yesterday. The specific updates I installed were the "Service Pack for Microsoft Windows (KB976932)" and "Update for Microsoft Windows (KB976902)". The fan works perfectly in the BIOS menu no matter how long it's in that screen. However, as soon as the windows log-in screen comes up, it stops spinning and the only times I've seen it, at least, try to spin is when I stress the CPU and temps go up but even then, it only kinda pulses. I have an ASUS P8Z77-V PRO and the BIOS show that it's running, so it IS detecting it. I've tried using the Fan Xpert feature but, apparently, I can't manage a single fan in the case, but all of them at once. However, Fan Xpert allows me to choose between "Silent," "Standard," and "Turbo" speeds for the fans and it DOES goes on when I click on "Turbo" but I don't want to use that fan setting because it's noisy and the lifespan of my fans wouldn't be that great. I've also tried using other software like "SpeedFan" but I'm guessing, since the fans are 3-pin, this software can't really control them. I've checked the wiring and it's correctly plugged in. All I want is to make it work all the time just like the rest of the fans.

Bizarre. Speedfan has a very very short list of motherboards that it can control fans for. Quite sad really, if it reported accurately with my Haswell board I would still use it, was my go to on the old Rampage Formula III.

Only suggestion I can make is to get the latest motherboard/chipset drivers from ASUS and see if that takes care of it.
