No extra fan needed tiny voices is right.
first of all i7 is a big time overkill just for gaming and normal home fun.
i7 4770K with GTX 780 moreover TI LOL....its the heaviest beast in the line.

if your editing videos , rendering and 3D modeling and using very heavy application on it then this setup is good but for a first time build when you don't even know what is overclocking buying an unlocked CPU is a terrible mistake because if you try to overclock it and you don't know the method well and don't know what is what in that then you probably should kill your CPU and damage your motherboard too.
so first understand overclocking take advise...

I'm getting a Cooler Master Hyper 212 EVO CPU Fan and this is my first build so I don't really know how to overclock also I'm getting a Core i7 4770k and a nvidea geforce gtx 780 ti if that helps

I'm also going to be playing lots of minecraft and I want smooth gameplay and fps and want to use shaders everyone thought I was trolling when I said this but can you give me a legit answer please if you ahve played this?

even in this rig GPU is a beast and i consider it an overkill but coz you want it so put GTX780
build normal one as first then understand it better then upgrade and overclock.
even if you want a K factor CPU even then don't jump higher then a i5.
In my opinion i7 is not a home use CPU till now.its a professional one.
