HDD making extremely odd noise, need some diagnosis

Before I say anything, I want to clarify that I'm not new to computers at all and the PC I'm having trouble with is 100% custom built by my own hands.

This problem has persisted since I build the PC but I chose to ignore it until now. I BELIEVE (not 100% sure) that it is my WD Caviar Blue 1TB 7200rpm HDD. This noise often occurs randomly, and since I have a SSD and HDD, it's hard to tell when the HDD is in definite use.

It sounds like a very hollow and robot-like whurring noise. Like wind blowing through a crack in your window (sort of). I've never heard of this problem before.

When the noise does happen (about 30 sec periods) I take off my side panel, and closely listen to where it is. The damn noise is not locatable. Literally, when I put my ear to the PSU area it sounds like it's coming from the HDD rack. When I put my ear to the HDD rack, it sounds like it's coming from my freaking I/O panel on my mobo. For god's sake someone help me.

The only reason I think it's my HDD is because sometimes the noise starts the moment I utilize a program installed on the drive. However, I'm still not 100% sure.

I've removed my GPU, turned off all case fans, double tightened every screw in existence, and the problem STILL persists.

Someone give me some advice, I'm sick of waiting to figure out this problem. Be honest, am I screwed or not.

get a long screwdriver,put the handle to your ear and the blade to the HDD,if the noise is being produced mechanically by the HDD you will hear it clearly.
