CPU fan not hitting max rpm

Hello everybody, I have an AMD Phenom II x4 955. It always ran smooth until recently.
The stock fan usually reached 6000 rpm under heavy load but now it stops at about 3200 even if the temp reaches 60°+. I tried to modify the level of the fan with "oc tuner", the software my motherboard came with and I noticed that at level 10 (the highest) my fan only spins at 3200 rpm.

I'm not really sure what's causing it as I never touched any fan-related setting.
Also I have the default bios settings if this could matter in any way.

Well that would be a wiring issue inside the motor itself, not usually user serviceable.

In your case I think a new CPU cooler would be the best option. Second best would be a replacement fan only.

You can find a new heatsink for as little as 20$ that will be cooler and quieter, a new fan (look for static pressure fans) for under 10$. Best option here would be something like the Cooler Master Hyper Evo 212 or Xigmatek Gaia. Great sub $30 options that many people use for overclocking.

As for troubleshooting hook the black and red wires directly to 12 volts (from a chassis fan header, molex, or SATA power connector) and see if it is still as loud as you remember. If it is then something else is wrong.

6000 rpm would be screaming loud are you sure that the number was being accurately reported?

(Majority of my fans run below 2000 rpm, and the overwhelming majority of available fans are between 2000 and 3000 rpm)

How old is the fan? It may have a winding out and can't spin any faster.

6000 rpm should be this fan's max rpm (and yes, it was incredibly loud). The fan is the stock fan for the AMD Phenom II x4 955 black edition boxed. I'm not sure about the winding out, how would check it? (I am not good at all when it comes to hardware as you might have figured out)

Thanks a bunch, I was afraid it could have been a hardware problem. I'll be following your suggestions in regard of the cooler to buy.

Ive used that Exact Cooler before, It comes with the AMD Phenoms in the box but everyone hates it because it does a poor job and is the loudest cooler i've ever heard in my life.

I remember when i owned it because I was using it on my FX awhile back and I didnt know a cooler could make so much noise, it was SO annoying I replaced it within a week of getting it.

I suggest instead of tampering with it trying, just replace it with a more high performance cooler that runs more quiet.
