The first password you described here is a BIOS password. You need to remove it so you don't have to type a BIOS password, but type in a supervisor password to prevent him from messing with the BIOS settings... then create a new "Regular User" account for him to use, and also secure the administrative account/s with new password/s... this should block the grandkid from doing any more of his evil deeds.
