Recent loss in internet speeds, As well as unable to access certain websites.

EDIT: Didn't mention it, but. YES, I did unplug my modem/router.
Also another website that I am unable to acces example. When trying to check out the DNS benchmark that is stickied on this forum, I get the same results as Skype,Twitch etc.

Disclaimer: I am sure that I am a tech noob compared to a lot of you, There is a good chance I won't understand what you are talking about. Please elaborate fully. Also if the easiest option seems to be a windows wipe. I'm okay with that. Also, I'm not going to assume that all my problems are related. But because I am unsure, I am going to list everything that I have done and noticed.

My issue started a few weeks ago when I noticed that my internet connection slowed almost 80%. What is usually around 80 Down/ 5 Up. Has been recently reduced to around 1.7 up and down. According to recent speed test done on "speedtest.com" as well as the speed test that was providing by my ISP.

I would like to point out that I am an online gamer.

During my last gaming session with my regular group of gamers, my skype refused to stay connected for any longer than 10-15 seconds of extremely laggy conversation. I uninstalled skype and attempted to reinstall it. When attempting to access "www.skype.com", i get a long wait before I am told that I am unable to access the network. After several hours of fooling around I came up with the following information:

I was unable to access "www.skype.com" on both my desktop and my MAC Book pro that I use for school. (This is what lead me to believe that I am posting this in the right forum)

However, I was able to access the skype community forums.
I encountered the same issue with another website "www.twitch.tv"
Where I was unable to access the main page, but had no problem accessing community forums through a google search.

Websites such as Gmail, google, youtube, facebook, Toms Hardware (Apparently :p). All have no problems.

I began my troubleshooting as I usually do by entering safe-mode (Windows 8) and trying to see what could be throttling my internet connection from start-up.
Upon entering safe-mode and performing another speed-test. I noticed that my speed was performing as expected. 80 down 5 up. (Which is roughly what I pay for)(200$/month)(Canada)

I canceled the start-up of Akamai netsession, Curse Client, Steam. All of which were considered to have "high impact" on the start-up.

None of these seemed to effect my speed tests, or my ability to access the websites.

I run Kaspersky Pure 3.0 as my only form of protection.
When I disable the protection for kaspersky my speeds seem to be normal even when outside of safe-mode. However, I am still unable to access those sites. "Skype, Twitch" (Assuming others that I am unaware of)

At this point in time I am actually stumped. I run a Ethernet cable straight into my modem/router.
And when using my macbook I was using wifi.

First couple questions, did you recently upgrade to Windows 8? Was it fine on Windows 8 before? Did you upgrade to 8.1? Something sounds like it was changed, so that's why I ask.

I don't know why Kapersky would throttle your speed, you could look for a setting there. As far as being unable to access websites though, having reset your router and modem... the only other thing I might try would be to try the flushdns command in windows(might not even work on Windows 8, still a few weeks away from switching over). I don't imagine it would help, but from a command prompt I'd just do ipconfig/release, then ipconfig/flushdns, then ipconfig/renew.

Hopefully these work in Windows 8, but it sounds like it is a routing issue with your ISP and you'd want to contact them. That, or your router is blocking them. All I can think of offhand.

You could try to plug your cable straight into the modem and see if you can access the sites. If not, well call your ISP.

I don't actually think I have changed anything as of recently. Kaspersky is running on the same settings it has been for months, and as for windows 8. My PC came with windows 8 installed so I have been running windows 8 for a while now. (Same problem consist on my MacBook, so I'm assuming it's not a windows problem? ) When checking my winver I see 6.2 (Not 8.1?)

The CMD's you suggested. Didn't seem to change anything at all.

I have also noticed that Microsoft related sites seem to not work. Hotmail,microsoft.com ETC>
But after a quick proxy test "Hidemyass.com" I was able to access the skype website.

Haha, I'm not sure if Kaspersky is actually reducing my speed, or just reducing the effectiveness of speed tests in general. I found this answer and a few similar to it. Unfortunately nothing on how to fix my current problem yet.

It makes me wonder if it could be on my ISP's end after all? Or is that a silly assumption?

Well I found a solution to my problem. Apparently my ISP was having some type of router problems in my entire city, they posted a service alert saying that they are working with third parties to fix the problem. Not exactly the service I had expected, but it seems everything is going to work itself out.
