Poor performance from my 7970

I have been getting 40-50 fps on LOW (1080p) on Battlefield 4, which is pretty terrible for this card. In game my cpu is running at about 60-65%, but CCC is showing that my gpu activity hovers around 40%. Shouldn't this be way higher?

Also, sometimes, it WILL run at like 95-99%... but then it will slowly dip down and my fps drops with it.

I have updated my video drivers, and have tried the beta drivers, and the issue persists. Should I try updating the bios? Is that the logical next step?

Also, I don't have any overclocking software on my computer other than OverDrive (within CCC).

Never goes above 35. My CPU is at stock speeds, btw.

My GPU idles around 45C, and will go up to 75-79 (haven't seen 80) when it's at 100% activity. When the activity drops with my fps, so does my temps, which will go around 65 or 70. Could something be trying to cool my gpu by lowering the clock speeds or somesuch?

But my CPU usage is only at like 65%, besides it does this with other, less CPU-intensive games. And I highly doubt my 6300 would bottleneck anyways.
