Gtx 650 ti boost bus interface problem

Hi everyone, as stated in the title I'm having issue with it. I narrowed down the problem to a GPU issue. It's only running @4x link width showed both in CPUz and GPUz. I tried setting speed in BIOS but to know avail. I tried using my old readeon 6450 and it's shows 16x in PCIE2 and 8x in PCIE3 where the gtx stays @4x with either slot so I can say this isn't a mobo problem. Anyway I tried modding and overclocking the This GPU before.Did I fry it? Or the is it just a GPU bios? I tried using the default bios and clocks but again to no avail. I really don't know what to do now. Google also showing too little bout bus interface problem.

Right now benchmark and WEI are giving me bad scores. CPUz shows linkwidth is 4x with max support of 16x. GPUz shows 16x and currently running 4x. Some says it could be some power saving issues that lowers the bus width in idle, but I tried overclocking the card and play games to put load to the card while monitoring if numbers would change. but no it remains the same running @4x loaded or not.

For additional info. I installed all latest updates including all BIOS.


Please can anyone help me with this problem?

Kingston 2x4gb CL9 800mhz Dram
Coolmax 820 max watt PSU
Win7 sp1 64bit OS

Scratches there should not be an issue, I would try.

All my PCIE is 3.0 6450 @16x mobo specs is 16x in primary slot PCIE2. Secondary slot PCIE3 running @8x mobo spec is 8x. but on both slot 650 only running @4x. If it's actually a fry shouldn't the card still be working? It still run games like normal but 3Dbench and WEI shows it's underperforming.
 
Well being not more powerful the card being ver3.0 and the slot ver 3.0 X4 is not really chocking it. The 6450 is ver sion 2.0 card so it will only run ver 2.0 speed so Because of ver 3.0 doubling the bandwidth over 2.0 X4 at 3.0 is equal in transfer rate to 2.0 at X8 speed. WEI more looks at the specs than actual performance so seeing it at X4 it just calls it slow.

I tried the card on a different system and still it shows 4x. Yes it's still under warranty. I'm planning to go to the vendor tomorrow but Do you think I can still RMA the card even I made a lot of scratches on the steel plate that supporting the outputs?
 


Scratches there should not be an issue, I would try.
