Laptop is showing inconsistent disk space.

My laptop has a 750GB hard drive in it and it's only showing 679GB. I knew that some of the space would be set aside for system use, such as the Recovery Drive which is 19.2GB, but that still leaves about 70GB of space just missing. Admittedly, I have no idea how long it's been like this, I didn't think to check when I first pulled it out of the box. I first noticed this after an update where-in a new partition was created labeled HP_TOOLS ( G: ) sized at 97MB. And while I'm at it, this thing has a problem letting go of external devices. 100% of the time whenever I go to remove a USB thumb-drive, external drive, Passport drive,SD card, or HDD's connected via slave-kit windows tells me that a program is still using the device in question. Any help with either of these issues would be greatly appreciated.

Laptop is a HP DV6-7029WM with AMD Quad-Core A8-4500M Processor @1.90GHz, Radeon HD 7640G (discrete class I believe), 8GB RAM, and running Windows 7 x64 (service pack 1)
It's a year old with another year left on warranty.

In Windows 1KiB = 1024 B, 1 MiB = 1024KiB, ...
so 1,000,000,000,000/1024^3 = 931.323 GiB for 1TB

You never get the full advertised space because microsoft and the HDD companies define space differently
