I want to extreme overclock my r9280x but i do not have a reference pcb do you guys know any universl mounts that would fit the card also how would i cool the vram

What do you mean cool the Vram? the fans on the GPU cool the card altogethor including the Vram. Water blocks try to cover the most essentials parts of the card and cool that.

Currently no waterblocks have been built for the R9 280x but EK FC existing 7900 waterblocks are compatible with the 280x since they both use the same Tahiti XL GPU. http://www.ekwb.com/news/402/19/

I looked at your card and there is no full cover water block for that percise GPU. There are some in development for the Asus R9 280x though.. Sorry
