PC starts and shuts down, but wont reboot

I've just upgraded my rig, replacing only the mobo and CPU from a phenom ii 955 to a i5-4670k on a gigabyte Z87X-D3H.

As the title says, everything runs fine, games all ok, no BSOD etc. I can shut it down ok, but when I reboot, the screen just goes black and it sits there doing nothing until I hit the reset button. It is def not a windows issue as the same thing happens when I do a 'save and restart' from the BIOS. Also it does occasionally restart ok, like 1 in 5.

I can't imagine the cpu being more power hungry than the phenom 955 and creating a power problem. I've check the RAM timings and its running the correct XMP profile timings. (I tried a lower frequency with no result.)

Any ideas?

i5-4670k
gigabyte z87x-d3h
gigabyte radeon 7970 GHz
12GB Corsair Vengeance 9,10,9, 27 @1.5v (tried just using 8GB too)

Been messing around with bios settings and a funny thing that happens is that when I make a bios change and 'save and exit' it does reboot ok. But then when im back in windows and reboot it fails again. The difference that ive noticed is that reboot that works, switches all the fans off and then they come on again. The reboot that doesn't work keeps the fans on at a low state.
It feels like there is maybe a bios setting that is the key, but the ones i have tried so far do nothing.

ok well I think I am closing in on the problem and it looks like it is the psu after all. Clearing cmos did nothing to help. I then tried my old hd6950 graphics card and that worked fine, rebooting from windows with no problem.

Put the 7970 back in its back to the same problem. So at this point it seems like the problem is either due to the PSU or the graphics card. What's weird is that they both seem unlikely culprits because
a) i have had no problems running games/apps with the gfx card
b) the psu worked perfectly well in the old build and a wattage calculator estimates I only need 380 watts or so.

One slightly weird thing to complicate things even more is that I recently put in a second SSD (problem was occurring before I did this), and tonight it started not showing up in explorer or the BIOS. A couple hard reboots later and it is back. This symptom makes me wonder if it's not getting enough power which is why it isn't showing up, but then again it could just be cos its flaky as it is the infamous vertex 3 prone to crashing.

Anyway sorry to make this whole thing really complicated, but this is what's going on. If the solution is to buy a new £100 PSU, I might just opt to live with this annoying but not critical problem.
 
Well, the 7970 only uses 20 more watts under load than the 6950 does.

The SSD is getting power. it requires less than 5w. I promise it is not a PSU issue. I'm thinking it may be motherboard related.

Also, run memtest for 6+ passes. RAM can cause issues like this as well.

@Tiny Voices, I just thought I'd let you know what I've done since your last post. I took out the new mobo and put the old one and cpu back in to test. Everything worked fine and the SSD does not randomly disappear. So yeh, seems that the mobo is the culprit and I have sent it back. I'm going to avoid gigabyte for my replacement and go with a MSI z87-G45 gaming. I will update this thread once it's arrived and hopefully have everything working ok.

Ok thought I would report back on developments since the MSI board came. Well there are none, the problem is still exactly the same, arrghh! So at this point I have no clue what the problem is and have pretty much given up and just shutting down when i need to reboot.
