Samsung Refresh Rate changing on non native resolution

I bought a Samsung T22B300 about a year ago. The TV is fine and works well enough as a monitor, aside from some lightning issues.
But sometimes I need to set the resolution lower than 1080p and it automatically changes the refresh rate but keeps the resolution at 1920*1080, scaling up the image to the display. This produces a very bad image particularly in games.
However this issue is not present when I connect to VGA input. In this mode, the resolution I set is the one on screen. But being VGA, it looks much worse than HDMI and can't go back to the monitor's native 1920*1080.
Is there any way to stop it from changing the resolution?

Why do you have to set the resolution lower than 1080p?

My GPU is HD 7750 and CPU is Core2Duo E7300. This combination can easily handle 720p but has difficulty with 1080p.
Every time I set a game's resolution to 720p, the monitor scales it to 1080i instead. Strangely it does not happen in all games.
In Injustice, it remains 720p. In Arkham Origins, it turns into 1080i.

It may be pain, but have you tried setting the TV's resolution to 720p first?

There is no option to change the resolution in the TV's own menu.

You don't change it on the TV, you change it in the Catalyst Control Center.
