New Card Isn't doing well

I just installed an AMD Radeon R7 200 into my computer ( i5 processor / 12 gigs of ram) and so I opened up a game and the frame rate is 3 fps on the lowest setting (that is way worse than my older/ cheaper graphics card).

What can I do exactly? :??:

P.S. It also can't play youtube videos in fullscreen and sometimes crashes.
 
Solution
So we know it's 1 of 3 issues then.

1.) Drivers are malfunctioning, try using older drivers to see if anythign works.

2.) PSU isn't supplying enough constant power. test the card on another system that has a larger power supply. if it works there, that's the issue, if not, it's likely the 3rd issue.

3.) Faulty card, contact manufacturer and have them replace it.

I do have the driver ( is it normal that it went to a blue screen and then restarted while it was scanning my computer?), and I have an HDMI cable plugged into the video card. I did have some trouble with connecting my monitor to the computer, I have it connected to the slot the card is in.

In two tests, the first test went at about 26 fps, the second one did 4fps. (on furmark)

It ran GF OC Test (GL4) at 70 fps. Also Furry and Tessy Test (GL4) at 3 fps.

I will try to fix the driver, and if that doesn't work, I don't have another system other than a laptop at home, so that will take longer to test.
