PSU bottlenecking R9 290??

I just recently upgraded my Radeon 6950 to a R9 290. Much to my dismay I'm getting the same performance as my 6950. Assassins Creed 3 is running at 20 FPS on max settings. Crysis 3 is running at about 10 FPS at max settings with AA disabled. There is no way this should be happenning. This is my set up:

i7 2600k @ 4.5 ghz

16 GB ram ripjaws 1600 DDR3

XFX Radeon R9 290

Everything should be fine... But is my Power Supply causing my R9 290 to perform poorly? This is my power supply:

I bought this PSU in 2011 because of the price and advertised power. Does anyone have any idea why I am getting this type of performance?

Unless it's a crappy PSU. Plus 2 years old already. but i agree, even if it's degraded into maybe a 750 watt, no way. I'm gonna go with drivers or bad card.

Well as far as drivers go, setup.exe wont start from the disc provided with the card so I just downloaded the latest drivers from the AMD site instead. Would this have an effect on the performance I am getting?

I dont understand why i am getting such bad FPS.

I would never use drivers from the disc anyway, always best to get the latest drivers from the website. Make sure you aren't using the beta drivers. It's not always bad to use them, but sometimes they cause issues, so make sure you have pre-beta drivers installed. If not, I have no idea.
