What prevents DVDs eject button from opening?

This is something that's been driving me nuts for years. Not a current problem, just a -why-?

Every PC I get... the DVD drive begins to stop responding to the manual eject button. When pressed the light flickers and you can see it 'trying' to open, but it's almost as if something inside is trying to 'stop' the thing from opening.

Do these things wear out? Or are there certain Windows services in the background that try to prevent the thing from opening?

All drives wear out in time there maybe a lot of dust on the tray that keeps it sticking a simple open it up can clean with windex and a rag will help this is the tray wont come out most have a tiny hole use a paper clip to open or go into my computer find your drive right click and eject hope this help.

Where exactly does one wipe the windex? On the rails?

Yes baby wipes or the windex sprayed on paper towel on the rails dust and smoke if you smoke can make these stick or if anyone spew pop on the tray it will really stick lol yes it happens.
