CPU goes under clock randomly (Q6600)

I have this weird problem with my system. The cpu at times goes under clock. The cpu z shows the clock speed of 765 mhz. The bus speed of the mobo comes down to 132 mhz from 266 mhz. Is my system is dying? Also at times it doesn't even boots and also it becomes very fast due to some unknown cause at times.
 
Solution
It's a power saving feature. When the PC isn't under heavy use it decreases the voltage and speed to conserve power. If this bothers you these settings can be changed so the CPU is always at full speed.

With the price of electricity in some areas, I would just leave these features on. You CPU will kick itself into gear when it is needed.

I know about smart speed step technology of intel but it goes even below that. full clock=2.4ghz and smart step clock is 1.5ghz but it goes to 0.7ghz.. And every thing slows like an ultra motion in play. Windows animations become very slow. One more thing, the bus speed of mobo is supposed to be fixed (266mhz in my case) why it goes down to 132mhz.
