My pc won't turn on, but there is led on the MB

My pc won't start but there is a green led on the motherboard, I checked my psu with test tool from eBay and everything was right except the -5v, so I checked it with another psu and there is still led on but the pc won't start, i checked if the power button is connected and it is.
I tried to start with no ram connected, and it doesn't beep, but I didn't tried to disconnect the PCI devices.

This happened after that I shutdown the pc for the night and when that I turn it on the next day nothing happen.

I also tried to disconnect the PCI devices and the pc won't do any thing.
My PCI devices is :
TV tuner, and,
4 ch usb hub.

My motherboard is Asus P5KPL-AM
My psu is CIDEV P4-500w

Now my brother (he tried to turn the pc for the first time) told me that he smelled something burning, any ideas?

this part goes really hot, i touched it and it burn my finger....

I tried to disconnect everything from the motherboard and when that I connected everything back the led went off and the CPU fan and another fan are spinning but the psu fan doesn't move at all.

well asus makes pretty good mother borads. there is of course a chance that the mainboard is gone but evan if there was nothing rong you should always replace a prebult computers psu. my computer came with a pice of crap acbel 350 whatt and blew after a month. got a nice 750w for 60 bucks.

But I checked the psu voltages with psu tester and the tester show the correct voltages,
So it's the motherboard?

But anyway how something like this happen over night?

So I need to buy a new psu just to check if this is the problem?

this cooling pads are getting really hot when just the pc is connected to power, any ideas?
i touched it and it burn my finger...

um that might just be becasue the psu isent in any load so the fan turns off to save power but it also might mean the you psu is done
but since that heat sink gets hot when only power conected hmm. did you try taking the main board out wil the psu and just set it on the table and plug in the atx power and if it still gets hot then you know for sure its eather the psu or main borad.

and what about the picture that i add in the previous comment.
and that the led wont turn on anymore but the fans are now spining?
what are the chances that the motherboard already dead?
