I would switch it up a bit in terms of when to buy parts. Also, please clarify this "wait game". Are the vendors where you live sold out on *87 motherboards / CPUs? But I will post up Haswell.

December
Motherboard - ASRock Fatal1ty Z87
CPU - Intel Core i5-4670K
HDD - Western Digital Black 1TB
Case - [Your Choice]

January
Monitor - Benq 27" LED
Accessory - Keyboard & Mouse if budget allows. Just buy some very cheap ones.
CPU Cooler - Cooler Master Hyper 212 EVO

February
GPU - R9 280X
PSU - Corsair TX650M

March
SSD - Samsung 840 EVO 120GB

The way it's structured is so you can get a build up and running in the shortest amount of time. While gaming won't be accomplished until you get your new GPU, you can at...

I opted out of the extra set of 2x4GB RAM because loading all your slots makes it tougher to overclock. And considering this is your first time overclocking, I would not recommend that. 8GB is plenty. But if you must have 16GB, then go for 2x8GB in dual-channel configuration.

I chose the i5 over the i7 because you would see very little, and almost unnoticeable, increase upgrading to an i7 that is about $100 more in price when it comes to gaming. Overall, I think the parts I listed will fit your budget within that month frame. Let me know if you need further help.

thanks that was great suggestions.
but i have a question, will

Motherboard - ASRock Fatal1ty Z87 fit inside my elite 310 case? coz i wont be able to buy mobo + cpu + case in single go.

CPU - Intel Core i5-4670K

also will these work on my current 460w psu?

Yes. The Cooler Master Elite 310 supports microATX and ATX motherboards. So in that regards, you can push the case down to when you buy the new PSU. Because at that time, you'll have to re-do all the cables anyways.

Yes. The CPU and motherboard do not use much power. It's your graphics card that hogs up most of it. Hence why I grouped that purchase together. While your Cooler Master PSU is not the best on the market, it should run it fine until the upgrade.
