Pc motion blur problem, desperate for help.

I am currently dealing with a problem on my computer, this problem so far seems unfixable, as I have made over 100 posts on different websites. The only way I can describe it is, it looks like motion blur, but is staggery and laggy. I have it on EVERY game, and makes them so un enjoyable, I don't play them anymore. I have tried many thinks to fix the problem:

New CPU cooler
New Monitor
New GPU
Windows Re-install
New Mouse
New Keyboard
New DVI, VGA, and HDMI
All of this, and no avail.

The reason for this thread is so for the last time I can see if this is fixable, if this does not work, I will give up. If you have ANY IDEAS let me know, just don't tell me to re download my GPU drivers ;).

pc specs:

Motherboard: Asus P8Z77-V LX
CPU: i3 3220
GPU: Asus HD 7970
PSU: Corsair CX600
RAM: 8gb Kingston Hyper X
HDD: 320gb WD Blue

is it possible to record and post to a video? Because its not so clear...

What im thinking of is playing around with your motion blur and FOV settings... Obviously you have done... So could you post a video?

Also there is this thing called reverse ghosting that happens on certain monitors... Maybe this could cause it?

Sorry for the late replays guys! I had to go. My windows reinstall was an install over the previous, but I did lose everything.

You may not have lost certain key things, like your registry. There might be a setting in your registry that is doing this. (Also, you may not have lost everything. your profile may have been saved in the Users folder while it created a new one for a new user account. I suggest copying that profile directory to a USB drive before rebuilding.) If you format the drive before installing, that will make sure the registry is completely new.

You could even try with an alternate drive first, to be sure. If it doesn't work, you can restore your original drive and be back to where you are currently. If it does work, you can use something like Acronis to copy the new install to your original drive.

Nononono, my PC used to be fine! And when I look at someone else on pc it looks smooth.

Thanks for the reply! The old monitor was an unbranded 4:3 thing :D. The new one is an Asus VE247H. It has a 2ms response time. Just to add, the "Stutter" acctually stutters, it's almost like I am getting bad fps, however this is not the case because I am always getting 60+, but it looks horrible!

I can't really record it, because the recording changes the fps, the problem is not very clear.

How about this... Take out your graphics card... Uninstall your drivers... and run on integrated graphics... CPU's have it. I think...

Tell us if you still see it. If you still do... I'll throw you into arkham asylum
 
So its not the monitor then, or if it is there isn't anything you can do about it.

Do you play with V-Sync on? Try playing with it on and off, might be the problem.
Does your GPU driver recognize the full refresh rate of your monitor?
Does this problem manifest in movies or just outside games in general?
