this is an HDD problem, right? Just to be sure

Hi,
So I spent the day debugging to see if I burned the GPU or not. Recap:
I OC the GPU 86% (only 85% was allowed) so I got random things floating on the screen until it turned off.
so i though i burned the GPU. I ran many tests to check and I thought it really burnt out.

So here's what I've found:
I ran a new game, the FPS was 60 constatnly. but whenever it loads, the GPU shows 0% Usage, CPU shows 50% Usage, and the HDD shows 98% Usage and the game (only) freezes. By "loads" I mean loading screens. When closing the game and opening it again there's no freezing at loading screens, apparently cuz it is saved on RAM now.

I tried an external HDD USB 3 and there was no loading at the loading screens ( i mean 60 FPS and no freezing), everything worked fine, and usual loading times became faster.

So here's what I wanna ask:
since the GPU showed 0% that means that the GPU was not working because there's nothing for it to do, or does it mean that it stopped working of the high load? because I know if there's high GPU load the GPU should show at least 80% because it is trying to load.

The other thing is , this was an HDD problem, not CPU right? because switching HDDs solved the problem.

just to make sure, because I don't wanna get a new HDD and keep on getting extended loading times.
