Intel i5 4670K 3.4GHz Temperature Problem, running at 93-100 C at 1-5% Load

I recently upgraded my computer, and I just got X Rebirth. Performance was atrocious, so I started troubleshooting. It is a very CPU intensive game, say the developers. So I downloaded two programs to check my CPU, CPU-Z and Core Temp 1.0 RC6.

Even as i write this, and have no "heavy" programs open, CPU's running at 94-99 Celsius. Load is varying from 0-5% with rare spikes up to 30-ish.
It's consuming around 15-16 watts with spikes to 17.
Frequency is either 99.99 x 34 or 99.99 x 38

Why is it running so high? How can I prevent it? Is this safe?

I'd say there is an issue with your CPU cooler.

Opened the comp. Fan's not spinning, but is plugged in. (-_-')

Just to check, it is in the CPU_FAN header right? if it is then you have a dead fan for your cooler

Yeah make sure it's plugged into the right header. If its still not working get a new cooler.

Those temps are super high, I'd be wary even using the PC at those temps lol. You could also check if there's thermal paste on your CPU, and clean it off and reapply some fresh paste.

Ok, Solved. I switched it to the correct power, an strapped on an extra cooler to blow out air from the casing, as there was an empty slot in the wall. It's a lot more loud now, but the temperature is around 35-45 Celsius. Thanks!

PS. also, there was a cord blocking it from spinning.
