I am going to buy a new gpu with a processor .
Pc specs:
Gtx 650 ti oc 2 gb
Amd athlon X4 750k
8 gb ram
250gb hdd
I am worried if this cpu bottlenecks my gpu

And i am going to use a 350 watts psu, is that okay to power the machine.
I checked at pcpartpicker.com and the estimated watts were 304 . I checked some forums where they are saying to go for a 500 watts psu.

I would go with a 400 watt psu and you might have a little bit of a bottleneck but nothing major.

On this article they are averaging around 40fps on high settings 1080p, but they are using a really expensive Intel processor so you will probably get a few less than that. If you want good frame rates on BF3 go with something like a 650ti boost, Radeon 7850 or anything better than those two.

These 3 components in the links provided will cost you $320 and get you good frame rates, plus easy overclocking capabilities. Then just get a good 400 watt or greater PSU for $40, a cheap case for $40 or $50, a hard drive for $50, 8gb of Ram for $50, a $20 DVD burner, that brings you to around $530, so you could look for a copy of Windows 7 on ebay for cheap, sometimes you will be able to find one for $60 to $70.

It will all work, I even looked on the motherboards website to make sure the processor was compatible. The 7850 that I listed and every other graphics card on the market listed as PCIE 3.0 will work with that motherboard. You won't have any performance reduction unless you are using the most high end card on the market, and even then you will probably only lose a couple of frames which you wouldn't notice unless you ran tests.
