For a gaming computer does my CPU need a cooler or heatsink?

What do you mean? Your CPU comes with a heatsink. If you don't plan to overclock than it should be fine. But if you plan to overclock then get a CPU cooler.

I would defiantly recommend a liquid cooling system for it, something along the lines of a corsair h80i or above.
Also which model of hexcore is it, if its the 3930k you should be fine although some of the models reach a 220w tdp and should be exclusively liquid cooled.
