I need a graphics card to run new games on ultra 1080p with at least 30 fps, will a 7850 do this? I can get a 7850 for $110 right now which is an amazing deal but the 7870 will cost me around $170 so is it worth the extra? Also, if I get the 7870 I will have to get an fx 6300 instead of an 8320.

Will the 7850 be able to run new games like battlefield 4 on ultra 1080p with 30 fps?

No it wont , but then the 7870 wont either with a few games

Both will play well on high settings

The FX 6300 + 7870 would be my choice of those two combinations . Just make sure you use a mb with a 970 or 990 series chipset , and not the MSI G43 . Its cheap because it catches fire

7870 should run bf4 on ultra with above 30 fps. high settings should hit near 60fps pretty constant. i would take the 8320 over the 6300, from bf4 performance benches the 8 core cpu makes a difference in multiplayer particularly.

The 8 core isnt going to help in this situation , because the graphics card is going to be the limitation .

The FX 6300 + 7870 will run 20% or so faster in bf4 than the 8 core and 7850

If you take 15% of the 7870 here it will just make it http://www.tomshardware.com/reviews/battlefield-4-graph...
Okay I think I am going to get the 8320 and the 7850.

The difference in gaming between the FX-6300 and FX-8320 is negligible at most. You'll get a better gaming experience from the FX-6300 and HD 7870 than from the FX-8320 and HD 7850. Yes, the HD 7850 is a great value for gaming but the FX-8320 is not. The FX-6300 and HD 7870 are the better gaming combination. To put it another way, you would get the same gaming experience from the FX-6300 and HD 7850 as you would from the FX-8320 and HD 7850, you would simply pay less for it.
