strange substance on CPU and GPU

I took my laptop apart and I noticed some strange substance on GPU, here is a picture http://i.imgur.com/J7NSlbh.jpg

should I try and whipe it off with fiber cloth before applying new thermal past?

Is it actually a substance, or is it just a stain on the PCB from when the IHS was soldered on there?

I wouldn't advise it - it shouldn't be messing with things, and there is a chance you could cause damage... and laptops are awful to try to repair that sort of thing on.
