I have in mind to buy this LCD panel for 5.25" drive bay:

But the problem is that it uses 1 internal USB 2.0 port, and I don't have one available for it on my motherboard. So, I am planning to buy one of this external to internal USB adapters in order for panel to use one of external USB ports, which I have plenty of available:

Should it work? Any problems with voltage? Is it safe?

It should work, if You don't mind the cable running from the outside of Your case to the inside of Your case.

I have a hunch that You might have an internal USB port...What model Motherboard are You using?

I have ASUS P9X79 Pro and yes I do have internal ports but they are all occupied by my card reader and front panel USBs. Also I am planning to get ASUS Rampage IV Black Edition and that mobo has only 2 USB 2.0 internal ports...
