CPU too cold?

What type of refrigeration are you using to cool it? If you have conventional cooling then two things your readings are wrong or your ambient temp is around freezing. Normal idle temp is 10-15°C over ambient.
Cold does not kill CPU's though.

What CPU is it? If it's AMD and you are looking at core temps, they are way off at below 40c but at 40c and above they are spot on. When idle, I suggest relying on the socket temp and not the core temp if it's an AMD.
Not sure what monitor you use, but HWiNFO can show socket and core temps.
If you have an FX processor, max temps are
Socket = 70c
Core = 61c

I was using CPUID HW Monitor, I tried out HWiNFO and it shows Core at 10.5 C and Socket at 27 C.
I'll be using that monitor from now on for sure.

I'm using the stock CPU heatsink/fan that came with the CPU,
To be fair it's fairly cold here in the UK at the moment and I've no home heating until oil is delivered next week, Just wanted to double check the cold wouldn't damage the CPU or anything until that time.
I have the usual exhaust fan and another fan located inside the case infront of my HDD and just behind my GPU which is well below the CPU.

Haha Indeed, I've always been an Intel man until recently.
However I never really paid much attention to temps and whatnot until I started overclocking recently and with this cold snap hitting us here at the moment I just wanted to be sure you know?
