What is causing this color banding?

I keep on seeing this odd color banding.
I know it seems barely visable but when moving around its really annoying. Its looks like a corna like banding that is 'frozen' to my screen.

Just to point out Witcher 2 there is no banding yet that game is far more graphically intense then GuildWars 2.
However in Borderlands I can now see it too.

Vignette is the black glow around the outside of the screen. I don't play gw2 but googling settings doesn't show a setting. Most other games have an option to turn it off.

Not so much of a glow. It looks like there are ocular waves. Its hard to see it in the middle but the corners you can see it. And its not 'against' the enviorment, its like the banding is frozen on the screen.

Usually the "glow" explanation is understood but it is what you are talking about. Here's a random google pic to clarify.

This issue is they used a low res image for the vignette, nothing you can do unless you can find a way to turn it off.

No its not really a glow, its just seems like there are ocular waves that riviot out.

I think you missed the fact that they are using a low res vignette which is causing the banding.

It wasn't always like this, why am I seeing this randomly in video games now?
I have a GTX 670. Its nividia, is there a setting to change this?

The vignette only appears when underwater. Every screenshot on google shows banding. The game is using a low res image.
