I was surfing amazon looking at graphics cards and i came across a refurbished Titan for the price of $700 US dollar! That seems to good to be true as a new would cost about $1020 so do you think there may be something wrong with the card or just a insanely good deal?

Refurbished is usually fine as long as it was refurbished by the manufacture and comes with a warranty. But, for $700 get a 780Ti its faster than the Titan and is $700 brand new, plus you get some free games with a new card. So considering you can get a new card thats faster I wouldn't call it that good of a deal.

You are aware that the just released 680 Ti beats the Titan and it's about that price.

And if you want to rule compute, get a Radeon 7970.

Anyway the card is probably fine. Although it will be "no prize" in early 2014 when the next generation 20nm GPU's are released. NVidia (Maxwell).
