Hard Drive and the PCB. Do I take the PCB off of the hard drive and put it on the new hard drive or replace both?

If you are just replacing HDD you do nothing except swapping the drives.

I pretty sure the hard drive went out on the Acer desktop. computer would turn on and the power light would come on but the driv wouldn't turn and nothing on the screen..so if I replace the hard drive do I take off the green board that's on it? sorry if it sounds stupid but I'm kind of new to this part of it.

No the new drive comes with its own board.
