GTX760 sc gpu BRAND NEW NOT EVEN A DAY OLD. Did this on my old card also.

random lag occurs in almost all games I play them I open the game and see a new animation and then it never happens again, then I can close the game and open it again and when I see a new animation is does it again!, it was happening with my old gpu so I thought that was the issue bought a new GPU and PSU and still get the same weird frame lag it didnt use to happen to me when I had a lower grade card. I think it was my gt 520, since then I have had a 650ti ssc and now my new card gtx760 sc and I dont get it.
I even re formatted my entire computer back when I had the 650ti. This all makes no sense.
