Recommend a GPU

I'd like to play SC2, Diablo 3, Civ5 and Fallout: New Vegas at 1080p 60 fps minimum.

Here's my parts, sans GPU:

i3 4130
Corsair Dominator 8GB (2 x 4GB) 1600
Gigabyte GA-Z87MX-D3H Z87 MicroATX
Intel 530 Series 180GB SSD
Corsair RM550 550W
Corsair Obsidian 350D MicroATX Case

Note that I am willing to bump up to i5 4570, if absolutely necessary.

The Core i3 is a dual core, but has HT, so it's kind of like a quad core (fake quad core), well that how Windows sees it.
Get the card first and play the games you want. If it works great, then no need to get a new CPU.
But if you just want to get done with it, then grab a Core i5. It's a true quad core and these days most games uses a quad.

You a may go with a Radeon R9 280X at the moment, on a later date you can upgrade the CPU to i5 when more and more games gets bottlenecked by your current i3. Now you are good to go with a GPU upgrade............

The i3 wouldn't bottleneck an R9? I was under the impression that 7950 was about the highest I could go.

My budget is flexible, I just don't like paying for more than I really need.

if you like strategy games like civ 5 then you will want an i5. late game is a bitch without the CPU power. anything in the 7950 or more powerful is plenty good enough for GPU power. I think prices will drop on some cards soon but we will have to see where these new cards settle at for price
