try defragging your hdd as cut scenes tend to be streamed in the cod games.

what kind of hdd do you have and have you updated the gfx drivers...
1 thing i would say is dont worry about it in ghost. the game is really crunchy on the load screens. mine stopped and started a half dozen times on them (im running mine off raid 0 on 2 of the fastest 7200rpm drives you can buy and its still stutters)... bf4 i noticed it a couple of times but not anything like as bad as ghost.

all cards can have stuttering problems as not all the timings are done on the card. monitors play a large part in gfx card latency as they have comparatively large response times measured in ms rather than NS resulting in input lag. even monitors that claim up to 2 ms response times can actually introduce 16 or more ms of latency. as each manufacturer has its own way of calculating response times.
