CPU Bottlenecking GPU

Hi guys my brother is looking to upgrade his graphics card in hope for better frame rates in a few games (mainly counter strike global offensive) but isn't sure if he should just invest in a whole new pc as his CPU May bottle neck any Graphics upgrade.

He currently has
A Intel quad processor Q8200 @2.33ghz and a
Nvidia 9500gt

Would anyone be able to tell me if upgrading his graphics card will improve his frame rate or weather it is a waste of time.

You can easily make a cheap and very good upgrade with your brother's current CPU.

GPUs like Radeon 7750/7770 or a GTX 650/GTX650 TI will be a almost perfect match for your brother's CPU, it is still a potent gaming CPU. Moving above the mentioned GPUs and you will find yourself getting more and more bottlenecked.

Unless your brother wants to play games such as Crysis 3, BF4 or the newest and most demanding titles with high settings at modest resolutions his PC will be fine if you upgrade the GPU.
