Dead Motherboard? (Gigabyte GA-MA785GPM-US2H)

I just tried to turn on the PC today and the only thing I saw for a second or so is that RED light of the POWER switch. After that, nothing.
I opened it up and replaced the PSU with another one which works, same thing! the fan inside the PSU moves a bit and stops right away. (both PSU demonstrated the same problem).
How can I be sure that the MOBO is dead? maybe it's the CPU? or even both?
I tried turning it on without connecting any component inside the case, same outcome.
oh, and another thing worth mentioning, there's no power indicating LED on this mobo.

Specs:
Gigabyte GA-MA785GPM-US2H
AMD Athlon II X2 250 3GHz AM3
Corsair 2X1GB 800MHz DDR2 CL4
PSU 300W and also tried another one of 350W which is operational

UPDATE TO PROBLEM:
I checked the PSU - it's OK.
I disconnected the 4 PIN power cable and the PSU suddenly works - But the CPU Fan is struggling to rotate.
Can I now be sure that there's a problem with the motherboard?

I don't think the CPU is dead, cause CPU's are hard nut to crack, all I mean is they are durable wont fail that easy. So its best for you to buy a MB, its cheap to try, OR find a local service centre to isolate the problem.

Another thing, it could be the PSU's are ok, but they have not enough power to run the components, it happens frequently, I see it regularly.
So when you turn it on without any components attached to it, it will spin, but when in load it will not spin. So I can suggest you to get a more powerful PSU from someone and test with it. See what happens. Good luck.

Actually I tested the PSU with a multimeter and the "paper clip" for voltage on the 5V (got ~5.2V) and for 12V (got ~12.4V), and also tried another PSU (more powerful) which didn't do anything (unless I disconnect the 4 pin Power plug - then only the cpu fan and the PSU are working - no POST or beeps).
I also noticed that the CPU FAN plug (on the mobo) is having trouble giving the proper amount of juice. But if I connect it to the CASE FAN plug it runs OK. So maybe this MB had problems from the start and I just haven't noticed it till it was too late.

By the way, Does the 4 pin power plug give juice to the CPU? because when i'm not connecting it the CPU doesn't get hot at all.
Remember, I only get response from the system while the 4PIN power is Disconnected. If I connect it - all is dead, even the PSU.

yes my friend u'r motherboard has a short part...like if u plugin 4pin into motherboard there's cpu fan only spin for a 1-2s then mobo off...right?but if 4pin unplug u'r motherboard work normally but u can't shutdown from power button ...right?

if it so your motherboard have a bad MOSFET there..or a short mosfet 12v to ground, that make dea MB...
u can check it with digital multimetee buzzer
- black probe multimeter plug in to 4pin groung (black cable)
- red probe , touch it to to 1 mosfet alternately ( source first then drain) if there only 1 beep that mosfet normally
if 2 leg mosfet beep there u are the bad mosfet,,u must replace it, and your MB work again...

emmm, are you sure that those giving two beeps are the faulty ones? or only one beep is faulty?
I checked it, and almost every MOFSET around the 4PIN power beeps on two legs. with the exception of two MOFSETs:
one is near the mini power plug for the CPU FAN, the other is closer to the FSB cooler fins.

Hi again guys, I tested the CPU on another motherboard but got no display. Although the CPU got a little hot this time. So now I believe that the CPU died along with the motherboard..

I don't know about this.. I could end up spending these 80 bucks on the motherboard and then another 80 for a cpu.. this is already too expansive for a "fix".
at twice the price (~320$) I can replace the whole system for a new core i3 4130 with a new motherboard and 4gb of DDR3 RAM.
Thank god I didn't order that motherboard yet...
Anyway, I will try to find another AMD setup to test this CPU before going on with it.
