Made an account to ask here as most my problems are solved reading threads here that match my issues.

OS -Win8 64bit(6.2, build 9200)
Proc - Intel(R) Core(TM) i5-3330 CPU @ 3.00GHz (4 CPUs), ~3.0GHz
Mem - 16384MB RAM
DirectX 11
NVIDIA GeForce GT610

Pingtest.net tests
-Bris aus - Perth aus(one of the servers i play is here)
-packet loss 0%
-ping 62ms
-jitter 1ms
Speedtest.net
-ping 72ms
-download 10.51Mbps
-upload 0.85Mbps

Ingame server i play in WA is 27 ms, the people I play with have around same or higher but I suffer from much more "rubberbanding" and almost teleporting by other players(they shoot me before I see them, death cam shows me they were actually there).
My friends also outrun me as i "rubberband" back a few metres every few moments.

Unable to find a good reason why mine is so bad compared to my friends.
I understand my specs are around recommended or slightly better and upgrading is a good chance of reducing problems but as 2 of my friends run on lower specs id rather ask first to see what is the best chance of reducing the rubberband/lag effect im facing on comparible/better specs and comparible internet speeds.

All drivers are up to date, core parking disabled(on performance setting), replaced old ethernet cable(was 10 years old cat5, now new cat5e), non wifi network card. Oldish router but I get higher ping/speed test then friends(unsure about uploads compared to them).

Similar issue to this youtube clip but not as bad (i dont see the effect as much, but my squadmates say i appear to rubberband back a little like this)

As I said, just trying to find the most likely cause before I go spending money on new parts or an entirely new rig. Nearing the time I bought a new rig regardless but rather a little input beforehand.

Sorry for the long post, tried to add in as much info as I could. If any specifics are needed to help, more then willing to post.

Edit - disabed virus protection and firewalls during my troubleshooting.

Your video card is not a gaming video card. Its a very low end card meant for maybe HTPC use. I have no idea how different your friends specs are but that card is garbage. Upgrade to a 760 or 7870 minimum and see how it plays.

Usually build my own PC's but graphics cards i was never sure of other then generally higher # is usually better. Probably my ignorance but it did well on any other game i played, high or low graphics settings.

Seemed to fit perfectly also for graphic work i do but i understand graphic design versus constantly changing graphic streaming gaming are two completely different things.

Ty for your quick responses, but if anyone knows what graphics card at most would work with my CPU etc, or to go to a new build which supports a higher end graphics cards it'd also be helpful.
While i rarely spend more then 2grand per pc build(rather buy a new rig every 2 years then spend too much on something that will outdate fast) I would be more then willing to get a decent experience on BF4.
That being said all I really play is DayZ, WOW and BF4

-Edit- Oh and I generally dont have too much in the way of PC cooling other then maybe aa extra fan etc, if i would require more in that area please post. My experience in custom/extensive cooling is pretty much 0
